According to Archbishop Javier Del Rio Alba, the study will try to find and
understand the factors that have enabled the practice to grow at such large
rates over the past few years.
"We aim to thoroughly understand the problems that have led to increased
prostitution and hopefully we will be able to propose a few alternative
solutions that comply with family values and morals," declared Arequipa's
Archbishop.
The study was elaborated in response to recent proposals submitted by Arequipa
municipal and regional authorities that would create government run brothels or
so-called Red Light Districts.
Authorities claim that the objective of implementing a Red Light district on
the outskirts of Arequipa is to remove prostitutes from the historic downtown
area, where they are in plain sight of shoppers, school children, and tourists.
The Archbishop indicated that the study will begin during the first week of May 2007.
